CDM Principal Contractor

CDM Principal Contractor Services

PEMEC acts as CDM Principal Contractor under the Construction (Design and Management) Regulations 2015, taking on legal responsibility for planning, managing and monitoring the construction phase of your project. This is backed by our own engineering and construction capability, delivered as a single package.

Where a project involves more than one contractor, you are required to appoint a Principal Contractor in writing. PEMEC accepts this appointment on projects across the UK, including technically demanding work on live operating sites.

Statutory Duties

As Principal Contractor, PEMEC is responsible for:

  • Planning, managing and monitoring the construction phase, and coordinating health and safety throughout
  • Preparing and maintaining the construction phase plan
  • Liaising with the Principal Designer on design and design changes for the duration of the project
  • Providing site inductions and ensuring all workers are briefed on site-specific risks
  • Securing the site and preventing unauthorised access
  • Providing and maintaining welfare facilities
  • Consulting and engaging with the workforce on health and safety matters
  • Providing the Principal Designer with the information required for the health and safety file

How we manage health and safety on your site

We take an active role on site, managing and coordinating health and safety throughout the construction phase and working closely with you and your contractors to identify and control risk.

Planning and governance

Construction phase plans developed and implemented, RAMS reviewed and approved before work starts, and permit to work managed for high-risk and simultaneous operations.

Contractor and workforce management

Every contractor pre-qualified and competency checked before mobilisation, with daily site coordination, inductions, toolbox talks and safety briefings delivered throughout.

Monitoring and compliance

Regular site inspections, audits and contractor performance monitoring, with compliance checked against CDM 2015, legislation, your requirements, welfare and site standards.

Risk and incident management

Construction risks managed, with fire, first aid and emergency response arrangements, and incidents, near misses and unsafe conditions investigated for corrective action and lessons learned.

Communication and reporting

Regular coordination between you, designers, contractors and the workforce, backed by scheduled reporting on safety performance, including inspections, audits, observations and key performance indicators.

We have experience of delivering projects with large, diverse workforces and multiple contractors on site at once. The focus throughout is on preventing incidents rather than reacting to them, and on supporting you in maintaining a safe, well-controlled and compliant site.

Competence and assurance

PEMEC holds ISO 9001 and ISO 45001 certification and is a member of CONCOM, with a qualified BSI internal auditor supporting continual compliance.
